What happens if they find a person with amnesia and can't find out who they are?

All research leads to dead ends. The person can't remember who they are.

Does the person get a name?

Do they get to pick their own name or is one given to them?

How about ID and social security numbers?

How about citizenship? What happens if they find a person with amnesia and can't find out who they are?
If a person has amnesia they will see a therapist/psychologist in order to try and help them retain their memory - if their memories cannot be retrieved then it is likely that the government will issue an identity to this person with the recommendation of a qualified psychotherapist, dependant on where you live different government departments will deal with ID and social security numbers. They would probably have to learn about basic knowledge and the world, they will likely be tested afterwards - this will count towards the citizenship. What happens if they find a person with amnesia and can't find out who they are?
I met a guy hat was like that. They put him in a mental hospital and try to do recall things like regression to see what his dreams said who he was. They gave him a name I forgot what they called him, Bob I think it was.

They tried sodium pentithol and interviewed him and found out he knew a lady named (his mom's name) so they got ahold of her, she told them his name was Jerry and took him out to do what he loved most and he got most of his memory back after that. What happens if they find a person with amnesia and can't find out who they are?
I found a man like that on the street. I was going to take him home. He was wondering around and didn't know what he was doing, but he couldn't tell me where he lived. So, I phoned the police and let them take care of him and the police called a person in charge of the rest homes I think or whatever he does, so let them take care of it.
John Doe or John Smith more likely than John Doe...If he had a concussion or a shock ..a trauma, he will eventually regain part of his memory..it could take 6 months or a year..but he will remember little things that lead up to something..if he is not severely brain damaged and just has lost his memory in a shock or a concussion then he will slowly over weeks get little flickers of memory....I saw a ''Murdoch Mystery's series..Detective Inspector William Murdoch fell from a bridge and he lost his memory..he was pushed and he was lucky he was not run over by a train and that he was not seriously injuried..it's also a book series by author Maureen Jennings..he forgot his name, he can walk and he is able to run and he is from Toronto Canada and finds himself in some bigger town in Great Britian...in England ...he doesn't know what his job is, nor remembers his name, nor where he came from..he meets a young woman Anna who runs a pub in that place...spies and murderers are after him...he is pursued..Anna helps him...she gives him a name she thing she likes, I believe she calls him Henry...or Harry...he has an analytical mind that works still he is a logical thinker so he is not comatose or anything ..his mind works brilliantly...she concludes from his mind that he might be a teacher but he doesn't believe that..then he and Anna are in a dangerous situation and he gets hold of a gun...Anna sees from how he handles that gun that this is not the first time he has had a gun in his hands...so they deduct from that...that he knows how to shoot and how to load a gun and to hit a target.. this is 1896 so before WWI and WWII...he was no soldier in any war..he is in his mid 30's ...eventually he sees some flash of a face of his constable and he sees flashes of cases he had handled then he knows he had been a Police inspector..and he dreams and has nightmares sometimes but he also hears in his dream the woman he loves who is also the forensic expert in his cases, who looks at the murdered people and does autopsies on them and helps that way to solve murder cases and finds out clues how a person was killed...this forensic expert is a woman back in Toronto whom he is in love with ..he remembers her..and in his dream she calls him ''William'' that way...after some time he gets his memory back and he gets an idea what happened to him and that he needs to get back to Toronto..but Anna helps him and she helps solve a case ..that would have lead to the assassination of one of the Queens councelors...Queen Victoria was also Queen of Canada..so she visited Canada and an assassin had a machine gun and it was not to assassin the Queen but one of her most important councelors...Murdoch and Anna help prevent this. He gets a letter of appreciation from the Queen and an offer of over 250 English pounds which he refuses and gives to Anna, who wants to close her pub in England and go to America and start a new life there...that money helps her to accomplish that and William Murdoch gets his full memory back...

If a person is not able to remember their name...I am sure if they are sane and nothing much else wrong with them...they need to report to authorities and doctors will perform more tests..because in most cases their memory will return it's only a question of time...He would probably have his fingerprints taken to see if he has a previous criminal record and other than that get a new idenity temporarily and a temporary ID and social security Id and a visa to be allowed to stay in the country but no citizenship as he might not be a citizen...xxx
